When the Trump Administration withdrew the U.S. from the Paris Agreement, a list of 323 cities (and growing) joined the Mayors National Climate Action Agenda. These cities have pledged to meet their local climate action goals, create additional action plans to meet the 1.5 degrees Celsius warming target described in the Paris Agreement, and collaborate on climate policy, clean energy, and environmental justice. These cities are in 43 states across the United States, represented in the U.S. House of Representatives by 137 Democrats and 87 Republicans (as of 06/13/17, when I downloaded the Climate Mayors data). That’s 220 votes — a majority of the 435 assembly members of the House.
Of course, these cities are not the only constituents in the districts of these 220 representatives. But citizens of these cities are the key to building local support more broadly within their district for carbon policies, and making their views known to their members of the House. We especially need the help of those represented by Republican assembly members — if the people of these districts make their will known, Representatives will have to break party lines and vote according to the wishes of their constituents — or risk losing their seats. Remember the motto of the Citizens’ Climate Lobby: politicians don’t create political will, they respond to it.
So, putting on my professor hat — my assignment to reader is to go out and talk to a Republican about climate change. According to the Brookings Institution, fully 54% of Republicans, as well as 69% of independents, and 83% of Democrats agree that there is solid evidence of global warming. What to do about it is a conversation that needs to happen across all political persuasions if we are ever going to achieve meaningful progress on climate change in the United States; first among neighbors, then with Congressional representatives.
Here’s what to ask your representative in the House:
- Find a member of the opposing party and join the Climate Solutions Caucus
- Work to pass a revenue-neutral Climate Fee and Dividend policy, which (1) puts a price on carbon that increases over time, (2) applies border tariffs for imports from countries without one, (3) refunds all net proceeds in equal shares to the entire U.S. population, and (4) ends the Clean Power Plan, since the climate fee and dividend policy is a more efficient approach to achieve similar goals.
Tax reform is high on the current Congressional leadership’s agenda — a revenue neutral climate fee and dividend policy would be complementary to such efforts.
To organize with folks in your Congressional district, join the bi-partisan Citizens’ Climate Lobby to learn more climate change issue in greater depth, educate neighbors in your district, spread awareness of the policy through media and direct communication, and advocate directly with Congressional delegations.
